The strong development of the internet, information and communication technology, and telecommunications in recent years in Vietnam has promoted the development of all areas of social life, and improvement of international integration but also caused various negative impacts on society, one of which is child abuse in cyberspace with many different behaviors and tricks, causing much physical, mental, social and economic harm, requiring solutions to response to and ensure a secure and safe cyberspace for human life.
