Evaluating the registration and issuance of land use rights certificates in Do Luong district, Nghe An province in the period of 2019 - 2021

The work of granting certificates of land use rights, ownership of houses and other assets attached to land in Do Luong district, Nghe An province has had encouraging results recently. However, there are still some difficulties and problems that need to be overcome. Therefore, a research project has been conducted to evaluate the current status and effectiveness of the issuance of land use rights certificates, thereby providing feasible solutions. The project evaluates the work of granting land use rights certificates based on secondary data and a survey of 120 land users and 20 professional staff. The results of data synthesis show that in the period 2019 - 2021, Do Luong district has 18,999 applications for residential land certificates, with a total area of 1,502.77 hectares. The total number of approved applications for all 3 years is 13,295, accounting for 69.98%. Results of registration and issuance of certificates of agricultural land use rights: there are 9,337 applications with a total area of 4,716.59 hectares. The number of approved applications is 6,605, reaching an average rate of 70.74%. 10 factors affecting the registration and issuance of land use rights certificates have been found. From these results, the research team also proposed two groups of highly feasible solutions to accelerate the issuance of land use rights certificates in the study area.
