Organize and carry out activities to improve the teaching ability of primary school teachers. The training objectives and content meet the implementation requirements of the 2018 primary school curriculum. To achieve the above objectives, the subject must simultaneously perform the following functions: planning, organizing, directing and evaluating training results. The research on the status quo of teacher training capacity-building activities in Lao Cai City shows that, in the absence of the role of each school and each cluster, some content still has periodic deficiencies. Schools and teachers jointly promote the improvement of teachers' teaching ability. Therefore, there is a need to strengthen the autonomous role of primary schools in developing teachers in schools and school groups, while developing learning communities for primary school teachers and creating an environment conducive to teachers' pedagogical competence
